The House and Senate adopted a joint resolution recognizing Cuban independence and approving force to dislodge Spain. The upper chamber attached an amendment by Colorado's Henry M. Teller, stating that the United States would liberate Cuba rather than annex it. In response, Spain declared war and Congress followed. The war lasted slightly more than three months and appeared to confirm Mahan's theories about naval power. On May 1 at Manila Bay in the Philippines, Dewey destroyed his opponent and lost just one American life.

Directed by Hanna, it was the best-organized campaign to that point in American history. The candidate remained at his home in Canton, Ohio, where he spoke to visiting delegations while spokesmen saturated the Midwest with literature. They touted McKinley as "the advance agent of prosperity" and ridiculed Bryan as a country buffoon. Bryan, whose campaign spent just $25,000, made six hundred speeches to some 5 million people. 5 million and won in the Electoral College by 271 votes to 176. True to the predictions of McKinley's partisans, his term heralded the return of prosperity, though it was not because of the president.

Rebelling against the party bosses, he welded a coalition of insurgent followers and won the governorship on his third attempt, in 1900.
